The state’s planning commission will decide on a $150 million proposal which could see a 36-storey apartment block being built next to the 21-storey Aurelia in South Perth.
The proposed building on 86-90 Mill Point Road in South Perth comprises of 179 apartments, a cafe/restaurant and bar on the ground floor, gym, swimming pool, theatre and an outdoor entertaining area.
Finbar’s $140 million, 21-storey Aurelia apartments is on the adjoining site at the corner of Mill Point Road and Harper Way.
PTS Town Planning lodged the application on behalf of owner South Link Investments via the State Development Assessment Unit pathway.
Despite the City of South Perth not supporting the proposal due to inconsistencies with its planning framework, SDAU director and authorising officer Paola Di Perna recommended in her report that the WA Planning Commission approve the proposal at its meeting next week.
“The city and some submissions, objected to the proposed development, raising concerns about potential impacts on the amenity of the locality, noise, traffic and parking,” the officer report said.
“While these reasons could be reasonable grounds for refusing the application, it is considered that those concerns have been appropriately addressed in the applicant’s revised plans and documentation, and as outlined in this report and can be adequately resolved through recommended conditions where needed.
“While funding for the project is reliant upon a percentage of presales being achieved, the applicant has conducted a market analysis to provide them with sufficient confidence that the development will proceed if granted approval supporting the State’s economic recovery from the COVID-19 pandemic.
“To provide investment and jobs within a timeframe that would better and assists in aiding the State’s economic recovery from the effects of the COVID-19 pandemic, a 18-month substantial commencement period has been recommended.”
The applicant advised that the project would bring in about $273.3 million of investment and create about 1800 jobs through the construction phase and about 29 on-going jobs.
Designs for the project, titled 88 Mill Point Road Residences, were prepared by Hassell.
